Technical Business Analyst Public Sector

Location: Dublin, Hybrid
Salary: €350 - €400 per day
Our Client:
- Our client is a major public sector organisation operating at a national level, responsible for supporting and delivering large-scale education and training services across Ireland. Their IT & Digital function maintains and enhances a portfolio of business-critical systems used by internal teams and external stakeholders nationwide.
What’s Involved:
- Engage with stakeholders to gather, analyse and document business and technical requirements
- Facilitate workshops and interviews to define scope and solution options
- Translate requirements into high-quality user stories and supporting documentation
- Produce functional specifications, process maps, use cases and workflow documentation
- Collaborate closely with Product Owners, developers and testers across multiple projects
- Support testing activities including test case preparation and User Acceptance Testing (UAT)
- Assist with troubleshooting and clarifying system functionality for support teams
- Contribute to release activities including demos, training and documentation
- Identify opportunities for process improvement and support change management initiatives
What You Need:
- 5+ years’ experience as a Technical Business Analyst (or similar role)
- Strong understanding of the Software Development Life Cycle (SDLC)
- Experience working across Agile and Waterfall delivery environments
- Excellent stakeholder engagement, facilitation and communication skills
- Proven ability to produce clear, detailed documentation and functional specs
- Experience with process modelling tools and techniques (BPMN, UML, use cases, process maps)
- Degree-level qualification or equivalent industry experience
- Fluent English (CEFR C2 level required)
Desirable:
- Public sector or education sector experience
- SQL skills for data analysis and querying
- Experience using Azure DevOps for tracking and requirements management
